"There is handbuilt and then there is Annapurna" - Tom Ritchey, 1986 catalog.
Named after the 26,500' mountain in the Himalayas, this was Tom's ultra high-end, "luxury" bike. Tom used this bike to display his legendary and oft-fondled faux lugs. Based on the serial number of 1A4 it looks to be the 4th 21" Annapurna built. Total numbers are not known, but some say less than 100 were made.

I swear I was looking at photos of my own bike until I noticed the brake levers were different and it didn't have my name on the top tube.
